Australia won’t give other countries HR lectures: Abbott

The Prime Ministers of Canada and India are boycotting the Commonwealth Heads of Government Meeting (CHOGM), which will be opened by Prince Charles in the Sri Lankan capital Colombo on Friday.
Other leaders including British PM David Cameron have resisted domestic political pressure not to make the trip, arguing it is better to engage the island nation rather than isolate it.
Human rights groups have raised concerns Sri Lanka has failed to properly investigate troops over allegations they killed up to 40,000 Tamil civilians in the final months of the separatist war in 2009.
There are also concerns about politically-motivated kidnappings and harassment of journalists.
Abbott, who will be in Colombo on Friday after the first week of parliament in Canberra, said he respected the Commonwealth as an institution.
"I certainly don't want us to trash one of the very long-standing and important bodies that we are a senior member of," Abbott said on Monday.
Sri Lanka had been through a horrific civil war involving atrocities on both sides, but he was "not inclined to go overseas and give other countries lectures".
"My understanding is that ordinary civil society is resuming in the Tamil parts of Sri Lanka," he said.
"I will be urging the Sri Lankan government to respect everyone's rights but I will also be acknowledging a lot of progress has been made." Abbott said Sri Lanka had been cooperative in taking back people arriving by boat and Australia needed to maintain the "best possible relations" with the country.
Greens leader Christine Milne said Abbott was putting his asylum seeker policy ahead of human rights.
"What Tony Abbott is saying is he is not prepared to jeopardise his accelerated screening process by standing up for human rights," she said.
Sri Lankan immigration authorities briefly detained Greens senator Lee Rhiannon and New Zealand MP Jan Logie at their Colombo hotel on Sunday before they were due to hold a press conference.
They were on a fact-finding mission into alleged rights abuses, and were questioned about alleged visa violations before being allowed to fly home.
"I was very concerned that my liberty was denied to me for more than three hours," Senator Rhiannon said when she arrived back in Sydney on Monday.
She said the Australian delegation shouldn't attend the CHOGM.
"The war crimes need to be investigated; the crimes against humanity clearly continue, the evidence is very strong," she said.
The foreign affairs minister, Julie Bishop, who will also be in Colombo this week, said she was encouraging all Commonwealth nations to attend the CHOGM and engage with Sri Lanka. "Progress has been made (on human rights), but there's clearly more to be done," she said.

Issuing the final report on the Commonwealth Observer Mission to Sri Lanka’s Northern Provincial Council Election, held on 21 September 2013, Sharma described the election as an historic election for Sri Lanka, and one which he said the Commonwealth was pleased to have been invited to observe.
Mr Sharma said Commonwealth observers had found the conduct of Election Day itself to be impressive.
IFJ officials asked to leave SL for violating their visas

Immigration and Emigration Controller General Chulananda Perera told that both Australian nationals were ordered out of the country as they involved in ‘unauthorized activities’ while in the country while using tourist visas.
He said that immigration officials first questioned the two Australian nationals while they were conducting a workshop organized by the Free Media Movement (FMM) at a hotel in Colombo. On being asked to explain why they were here the two nationals admitted that they had violated Sri Lanka’s immigration laws.
Free Media Movement Convener Sunil Jayasekera said that Ms Park and another IFJ member were originally not assigned to take part in the workshop organized by them. “After hearing that they were in the country we (FMM) decided to request for their presence at the workshop. They did not come here on an invitation extended by us,” he said.
The UN High Commissioner for Human Rights Navi Pillay says she is not visiting Sri Lanka to critisise the country but to look into human rights concerns.

Responding to a question raised by the BBC’s Colombo correspondent Azzam Ameen during a brief media interaction at the Cinnamon Lakeside hotel this evening, Pillay said that she wants to see if the government is complying with the human rights standards set to the whole world and accepted by the Sri Lankan government.
“I frame myself within the human rights standards set for the whole world by all the governments of the world including the government of Sri Lanka. So I’m not writing my statute. I’m looking at the framework that was also developed by Sri Lanka. So if I raise criticism its whether they are complying to those standards,” she said.
Pillay said that while the government had invited her to visit Sri Lanka much earlier, she had decided to wait till the report of the Lessons Learned and Reconciliation Commission (LLRC) was released.
The UN Human Rights Chief, who is on a seven day visit to Sri Lanka, said that following her visit she will be reporting on the human rights situation in Sri Lanka to the UN Human Rights Council in Geneva.
Pillay will visit the North and East and will also have several meetings both in Colombo and in the North in an attempt to get an independent view of the ground situation.
Some Sinhalese groups have said they will stage protests outside the UN office in Colombo tomorrow against Pillay’s visit to Sri Lanka.
Chief of Defence Staff General Jagath Jayasuriya said the Government will be giving her three separate briefings, including one by the Secretary to the President Lalith Weeratunga on the action plan on implementing the LLRC recommendations and one by the Ministry of Defence headed by the Defence Secretary.
Pillay is scheduled to call on President Mahinda Rajapaksa and meet Government ministers and officials during her visit. She will also hold talks with senior judicial figures, members of the National Human Rights Commission and representatives of civil society.
The High Commissioner is due to hold a news conference in Colombo at the end of her visit on Saturday 31 August, her office said in a statement last week.

Income generated through exports decline by 6.8%

According to the latest statistics from the Central Bank of Sri Lanka then decrease was driven largely by weak global demand for agricultural goods.
According to the Central Bank, income generated through agricultural goods such as tea and rubber have dropped by 0.9%.
Income through industrial exports during the month of April has dipped by 7.5% in comparison to April 2012. The Central Bank notes that this a decline of around 42 million US dollars.
The textile and garments sector recorded all negative growth of 15% while the income generated through rubber products recorded decline of 5.3%.
The food and beverages sector suffered a loss of 27.8% while export income decreased during the month of April expenditure on imports rose by 5.7%.
As a result the trade balance for April 2013 increased by 19.2% to 825.4 million US dollars.
The Central Bank of Sri Lanka also revealed on Monday that the government would be obtaining a loan of 254 million us dollars through the the issuing of Sri Lanka development bonds.
Ninety million US dollars would mature in three years while 164 million US dollars would mature in five years.

Samples of imported milk powder tested by three nations

Minister of cooperatives and Internal Trade Johnston Fernando yesterday directed the Consumer Affairs Authority (CAA) to obtain samples of all milk powder imported into the country and have them tested in three countries and obtain the relevant reports.
CAA Chairman Rumi Marzook said that he had been instructed by the minister to call for a report on milk samples brought from abroad after the Food Advisory Committee had also recommended that imported milk be tested for substances that were harmful to humans.
